If the rails on the roof of your 2019 Toyota RAV4 were raised rails (you could put your under them) then yes, the Malone roof rack part # MPG201 would fit and work well.
But since you said you have flush rails (rails without a gap between them and the vehicle roof) the best option we have is the Thule square crossbar roof rack part numbers # TH712200, # TH460R, and # THKIT3177. This rack is essentially the nicest square bar roof rack that fits your vehicle.
