It appears that bikes with fenders will not work with the suggested rack.

The Swagman XTC2 part # S64670 does not have the weight capacity for 50 lb bikes but we do have a similar bike rack that does which would be your better option. For that we have the Hollywood Racks TRS part # HR3000 that has the capacity you need, fits both the 1-1/4 inch and 2 inch hitch sizes and has the benefit of only touching the bikes at the tire which helps prevent damage to any delicate frame materials or paint.

This is correct, the TRS cannot be used on bikes with fenders. So instead your best option is the Thule Easyfold XT part # TH903202. This can be used with bikes that have fenders, has a really high weight capacity, fits both hitch sizes, comes with a ramp for easy loading/unloading, and overall is one of the nicest racks you can get.
