Does Hitch Install Hardware Need to be Torqued Down to Specs Listed in Instructions

Question:
Do you have to torque it down to specs? Is it mandatory? I also installed it wrong , on the top portion I installed the long nut first and the short nut below it. Do I need to switch it , or will I be okay ? The top nut hangs out cause it doesnt go there. And also do I need to put lock tight? The blue one ?

Torque specs for the mounting fasteners of a trailer hitch are a requirement. Otherwise the hitch might fail and could be very dangerous. Also we have to recommend you install all of the hardware like the install instructions state for same reasons.
