Question:

I have a Hi-Lo 22 travel trailer which weighs 3800 LBS and has a GVW of 5000 are 4 of these suitable to stabilize the 4 corners of my rig?

The support capacity per etrailer Camper Jack # TJ01RT-HD that you referenced is 1,000 lbs. Since your trailer would weigh up to 5,000 lbs this would not be your best option as the jacks most likely would get exceeded.

I'd go with scissor jacks on all four corners of the camper like with the pair part # UF48-979002 for a set of two. These have way more capacity than needed and do a much better job providing stabilization to a camper that the style you mentioned so this is what will be your best option.
