Flat towing base plates like the Blue Ox kit # BX2654 for the Ford Focus, the item that you referenced, do not include wiring. The reason is that there are several different types of products to provide the electrical/lighting connection between a motorhome and towed car and some owners may have a preference for one or the other.

For example, for the various versions of the 2015 Ford Focus we have flat towing wiring products (shown on the linked page) that include inexpensive magnetic lights like # TL21RK, wired diode kits like # RM-15267 and separate bulb kits like # RM-155.
