I have F 78 -14st tires on my boat trailer load range B would it matter if I got a load range C

If the B rated tires have a high enough capacity there's no reason you need to go with a C rating but there's also no reason you can't. It won't hurt anything.
The F78-14 size is the same as today's 205/75-14 metric size. For C rated tires in that size I recommend # TR20514 for radials or # AM1ST86 for bias tires. They're both rated for 1,760 pounds at 50 psi.
I couldn't tell by your picture if your current tires are radial or bias. Radial tires have less heat build up and therefore last longer than bias tires although their sidewall isn't as strong. This makes radials better if you're towing mostly on highways but the bias are better for off-road conditions. With a boat trailer I assume you're mostly on-road in which case the radials are your best option.
