Does Bulldog Winch Heavy-Duty Recovery Strap BDW20030 Stretch

Question:
I was looking at the video for the 3inch 30 feet recovery strap and the lady at the end said it is not stretchable. If this is true, then you should call it tow strap. Recovery straps are stretchable to hold kinetic energy. It would be nice if someone can look at this and clarify if the strap is for recovery or for tow, in other words, is it stretchable or not? Thank you.
