If price and Installation difficulty is not a differentiator for me, which is the better bumper for a swing out cargo carrier application on my 2011 3500 144WB Sprinter with Standard Bumper? Is the Curt with a higher tongue weight rating the better option?

I'd go with the Curt hitch part # C13388 for your 2011 Mercedes 3500 Sprinter with a standard bumper since it has the higher capacity like you mentioned.
For a swinging enclosed hitch carrier, the Yakima EXO Swing Away Enclosed Cargo Carrier - 2" Hitches - 10 cu ft - 100 lbs # Y62VR, or the double carrier # Y74ZR would work well for you. This modular system can even be expanded so you can swap a cargo box for a bike rack or ski carrier (sold separately) to match your outdoor adventures.
Another option which is popular with Sprinter owners is the GearDeck 17 Enclosed Cargo Carrier for 2" Hitches - Slide Out # H00604. This enclosed carrier gives you 17 cu ft of cargo area and can hold 420 lbs.
