Question:

Any reason this wouldnt work for smaller 12 and 13inch wheels? Its say 14 and 15 in description.

The Erickson spare wheel mount part # EM77316 that you referenced was not designed to be used on wheels smaller than 14 inches in diameter. The cap diameter is 5 inches which is typically too large to fit smaller wheels. If you measure the diameter of the mounting flange on your wheel and it's smaller than 5 inches in diameter though it would fit and work well.

Otherwise you'd have to look into a spare carrier designed for the smaller wheel diameters like the CE Smith U-Bolt style carrier part # CE22011Z-11050-2.
