Question:
Is their a under the hood 12v wire that needs to be connected on a 2016 Silverado? The truck does have the two package, and I am going to install a brake control. Just curious if I have to finish connect under the hood?

Installing the Tekonsha Prodigy P3 Brake Controller # 90195 that you referenced on your 2016 Silverado is just a matter of using the Plug-In Adapter # 3016 that connects to the P3 at one end and to the factory port behind the dash of your truck at the other end. You should not need to make any additional connections under the hood.
I have attached an installation video on the 2015 Silverado that you can use for reference as the process should be identical on your truck.
