Can these be used on a battery to keep it warm for charging purposes in freezing weather

I recommend using one of the Kat's Heaters pads, like part # KH22200, from the linked selection as they are specifically designed for batteries. These do plug into an AC power source though so you would need access to that kind of outlet or use an inverter like the Go Power # 34280175 or Wagan # WC3720 to convert DC power to AC power for the heater.
I would be hesitant to use one of the ThermaHeat RV Dump Valve Pipe and Elbow Heating Pads, like part # 277-000161 that you referenced, on a battery since they are designed to be used on sewage pipes.
