Will the Kuat Transfer 1 TS01B work with a bike with full fenders? My ebike is a Rad Power RadCity Commuter with full plastic fenders.

The Kuat Transfer 1 Bike Platform Rack # KU64FR will allow you to carry a bike with fenders if they are mounted in a way that will allow the clamping force needed to secure the bike without damage to the fender. With plastic fenders I don't recommend using that bike rack as it could deform your fender.
For your RadCity Commuter bike, you could look at how the RockyMounts HighNoon FC Solo Bike Rack for 1 Bike - 1-1/4" and 2" Hitches - Wheel Mount # RKY87RR mounts. It has extra features to allow it to work with bikes with fenders. This rack will allow bikes up to 60 lbs with tires up to 5" wide.
