Question:

Picture not very clear to me. Are you saying the step bracket is screwed into the tailgate top edge or as the gate is laying open, to that edge of the now flat surface?

When installing the Brophy Tailgate Scissor Step Mounting Bracket # TSSB you will first measure the distance between the two pins on the bracket, on center. Then with your tailgate open and laying flat, you will take a 5/8 inch measurement in from the edge of the tailgate and this is where you will drill the two 7/16 inch diameter holes, spaced apart the distance that you took when measuring the pins on the bracket.

I went out to our warehouse so I could take a picture of the instructions that will come with the bracket. I have attached the image below that you can also take a look at.
