For your Draw-Tite Max-Frame Trailer Hitch Receiver # 76177 and Swagman XC 2-Bike Rack # S64650 the Anti-Rattle Hitch Lock and Cable for Swagman Bike Racks w/ 2" Shanks # S64030 is not a fit. You will instead want the Anti-Rattle Hitch Lock and Cable for Swagman Bike Racks w/ 1-1/4" & Combo Shanks # S64031 which is a confirmed fit.

If you have the similar Swagman Platform-Style 2 Bike Rack for 2" Hitches or RV Bumpers # S64663 then the 2 inch shank of the bike rack is compatible with the Anti-Rattle Hitch Lock and Cable for Swagman Bike Racks w/ 2" Shanks # S64030.

Yes. The Swagman XTC-2 2-Bike Platform Rack for 1-1/4" and 2" Trailer Hitches # S64670 will also required # S64031 for the hitch pin lock and cable combination.
