The Adjustable Width Trailer Hitch Receiver # 13703 referenced in your question is built specifically for RVs and trailers, but its universal design allows for some adjustment during installation. The hitch will simply bolt or weld onto the frame of your trailer, so the distance from the hitch receiver to the outer edge of your bumper will really depend on your trailer's bumper size/design and where exactly you decide to mount the hitch. You will just want to make sure the receiver isn't too recessed behind the rear bumper to cause clearance issues with hitch-mounted accessories, or not too far beyond the bumper that it becomes a potential tripping hazard.
I have attached a sample installation video for this hitch that you can use for reference. It will work with box frames, C-channel frames, or I-beam frames that are 22 inches to 72 inches wide.
