The ball latch is stuck in the extreme locked position. It will not open. It is not attached to the ball. Can you help?

If the latch on your Atwood surge brake actuator, like part # DM72VR, is fixed in any position start off by using some lubricant like WD-40, PB Blaster, or UltraLube Biobased Spray Lubricant and let it sit for a while. You may have to do this a number of times before it loosens up. Hitting it with a rubber mallet after the lubricant has time to work could help as well.
Once it breaks free you should apply some more and work it in a little more.
If the latch system itself is damaged and beyond repair then you may want to replace your surge brake actuator. We do have repair kits like the Curt # C25194 but there is no guarantee that it will be compatible with your current system.
