CAN THIS BRACKET BE MOUNTED TO US ON THE DRIVERS SIDE OF THE HITCH?

No, the Reese Sway-Control Bracket for 2" Ball Mounts # RP26003 needs to be mounted on what would be the passenger's side in order to ensure a proper fit. If you take a look at the accompanying photo you can see that it needs to have the ball mount shank in the rear section that is cut out in order to properly secure.
