Why does the gooseneck hitch not fit the Elite series adapter?

Reese above bed gooseneck plate # RP58079 would use the inner most slots on 5th wheel rails to mount. These slots are 10 inches apart on center. The Reese picture frame adapters such as # RP30154 and # RP30156 do not have that inner-most set of slots.
For the aftermarket Reese Elite Series systems you can instead use gooseneck hitch # RP30845. It fits directly into the puck system without the adapter.
