The Leer topper that I have on my truck does not have rails for a ladder rack. I need to install a rack to carry an extension ladder. What do you recommend for this application?

We do have a camper shell ladder rack you can use with your Leer camper shell on your 2007 Toyota Tundra. take a look at the Thule TracRac CapRac # TH29200XT. This rack includes everything so it is ready to install. The load stops are also included. The bars are 65 inches long and the capacity is limited to the capacity of your Leer camper shell.
If you would rather have a rack that is adjustable front to back then you can use Rhino-Rack roof rack # Y01-120-NTB with 54 inch long bars but you would also need either Yakima or Thule tracks.
Thule tracks:
42 inches # THTP42
54 inches # THTP54
60 inches # THTB60
Yakima tracks:
42 inches # Y01126
54 inches # Y01127
60 inches # Y01135
