The caster base of the Bulldog Fixed Leg Square Tube Jack, part # BD195368 measures 4-5/8 by 3-3/4 inches. The base is about 3/16 of an inch thick. The slotted bolt holes on the short side measure 2-3/4 inches apart, center-to-center. The bolt holes on the long side measure 3-1/4 inches apart, center-to-center.

I grabbed one from the warehouse and measured. 3/8 hardware should fit just fine.

The Dutton-Lainson Rigid Mount Marine Jack #DL22507 has an inner diameter of 1 3/4", has an inner post length of 19" and and outer post length of 21 1/4". I've also included the dimensional drawing as well for you to check out.
