Even using the bolts to secure the Tie downs vertically, is it OK that they would slide from side to side, given the width difference between the pockets and the tie downs?

With the Stake Pocket Tie-Down Anchors # PK-SPTD there are two ways this can be installed. The more permanent method which requires you to use the nuts on the pin that runs through it which holds it tight and prevents movement. Or using the cotter pin which allows a bit more movement but also the ability to remove when not needed.
If you used the nuts to tighten the anchors down you'd get rid of the movement.
