Recommended Hubs and Electric Brakes for 2015 Jayco Sport 10SD

We recently bought a 2015 Jayco Sport 10SD. Specs are : UVW = 1435 GVWR = 2250 Hitch Weight = 165 Cargo Capacity = 815 Supposedly the axle is Dexter and EZ Lube but there are no markings that I can see to identify it as such while doubtful for its age, the previous owner could have replaced the axle. It does have a 4 X 4inch hub and it does have the flange to mount the brakes on it. Additionally the trailer has 12inch tires. I originally thought the camper had a 2000lb axle but the factory axle weight is 2085 2250 - 165 so I doubt the factory would list a payload that would result in the camper being overweight. So then I thought it was a 3500lb axle but those appear to be 5 lug. After some shopping it appears there is a 2200lb axle using 4 lugs made by Dexter that is EZ Lube. So... 1 - Am I going down the right path? 2 - IF I am, I think I need 8-173-16UC3-EZ 1 or 2 and K23-103-104-00 3 - I have the trailer wired and I have a controller is there anything else I will need?

You are absolutely on the right path! I was able to contact Jayco and confirm that your 2015 Jayco Sport 10SD came from the factory with a 2,200 pound Dexter EZ Lube axle.
With this in mind, the Dexter E-Z Lube Trailer Hub and Drum Assembly # 8-173-16UC3-EZ is the correct hub and drum for the trailer. It features the 4 on 4 inch bolt pattern you are needing along with the E-Z Lube grease cap with plug and seal to allow for easy bearing maintenance. Since you will be changing out the hubs anyway, I also recommend verifying that your existing hubs use the # L44649 inner and outer bearing, which has an inner diameter of 1.063 inches. This number should be stamped onto the bearing itself. This will give you 100% confidence that this is the correct hub assembly and that it will fit perfectly onto the spindle.
Then for compatible electric brake assemblies, the Dexter Electric Trailer Brake Kit # K23-103-104-00 that you also mentioned will work great. These 7 inch diameter x 1-1/4 inch wide assemblies will work with 10 inch, 12 inch, and 13 inch wheels. Both the Left and Right Hand units are included. You will just want to make sure that the mounting flange on your axle features the same 4 bolt pattern that is on these assemblies.
With these hubs/drums and brakes, along with the trailer wiring and brake controller you already have installed, you will have everything you need. I have attached a great article on adding electric brakes to a trailer that you might also find helpful.
