The RockyMounts HighNoon FC Solo Bike Rack for 1 Bike # RKY87RR, as you mentioned in your question, features a weight capacity of 60 pounds. I do not recommend loading your 70-80 pound e-bike onto this rack, as exceeding its capacity may cause damage to the carrier (along with possibly the bike itself or vehicle) and will also void its warranty. If you would like to use this particular rack, you can see if removing the battery from your e-bike sheds enough of its weight so that it falls under the 60 pound limit, but I don't think this will lower your weight enough.
Otherwise, a better option will be a bike rack that is designed to support heavier e-bikes like what you have. I recommend taking a look at the Hollywood Racks Sport Rider # HLY84FR. This is a really nice, platform-style rack that can secure 2 bikes that are up to 80 pounds each. This heavy-duty rack is compatible with 2-inch trailer hitch receivers and also features a tilting design to allow for easy rear cargo access on your vehicle. A bike and hitch lock are included to secure everything into place and help deter theft.
