Will this hitch step fit a 2018 Toyota 4Runner TRD Off Road Premium? And does it include lock pin?

As long as the trailer hitch receiver on your 2018 Toyota 4Runner has a 2"x2" receiver tube opening which it should then the Carr Hitch Mounted Step part # CARR183252 will work well for you. The hitch pin is not included but you can add one using part # C21500 for standard or part # C23519 for locking.
