Based on my research, when using the Universal Group Leaf Springs # SP-222275 that has a spring eye length of 24-7/8 inches with either the Redline Tandem Axle Hanger Kit # APT4 or # APT3HD, you will want a distance of 29-1/2 inches between the hangers on your trailer.
Both hanger kits you referenced include everything needed to attach 4 leaf springs to your trailer frame. I have included a couple short video demonstrations on these kits along with an article on positioning a trailer axle that you might find helpful.
