Just want to make sure I have a 4 inch bumper on my rv will this store ok inside?

Yes, the RhinoFlex RV Sewer Hose "Y" Fitting # CAM39812 referenced in your question will indeed store inside your 4 inch RV bumper without issue.
This "Y" fitting will let you connect 2 separate hoses to the same dump station. I have attached a short video demonstration on this product that you can also take a look at.
