Can this be mounted next to the license plate in the bumper as a factory replacement on a 2001 Silverado 1500?

We have the style of 7-way that would fit the bumper port you have on your 2011 Chevy Silverado but it does not have a 4-way built into it. You'd want the part # PK11916 for a 7-way that fits directly.
You could also install the part # 118384 to give you a separate 4-way as well though.
