The Swagman XC2, part # S64650 and Swagman XTC, part # S64670 have a few differences, the primary focus is that there are a few premium features included in the Swagman XTC.
The most directly notable feature of the XTC is the addition of straps to secure the wheels of the bike to the rack, improving the stability of the rack while the vehicle is in motion.
The XTC also can carry bikes with a wheelbase of up to 66 inches to the XC's 51-1/2 inches, giving it a wider range of bikes it can carry.
An advantage that the XC2 has over the XTC is that the XC2 can carry wheels up to 3.5 inches wide. This means that you can accommodate a wider range of mountain bikes than the XTC. Additionally, the XC2 is an overall smaller rack than the XTC, giving you a slightly easier time parking the vehicle.
Both can benefit from the anti-rattle hitch and cable lock, part # S640231, which will improve the security of the rack and reduce the amount of rattle and sway the rack experiences.
I've included a video review of both bikes so you can get more familiar with their features and how the racks work in action.
