Im looking at the ST235/80R16 radial tires with 16 steel mod wheel. Are the Tires Balanced?

The Kenda Karrier ST235/80R16 Radial Tire w/ 16" Steel Mod Wheel - 8 on 6-1/2 - LR E - Black Finish # AM34834 come balanced in the manner trailer tires are balanced. This is different from the balancing of vehicle tires that require the weights be added, but they do come balanced in a different way and ready to install on your trailer. I've attached an article in case you have further questions on this balancing process.
You can choose to have them further balanced with weights if you desire, but if you choose to do this, you will need to make sure they use a pin plate adapter to balance them because trailer tires are lug-centric so they require different balancing. Again, this is not required because they come balanced based on the requirements for trailer tires.
You may also be interested in the Chrome Trailer Wheel Lug Nut - 1/2" (Each) # 12CLN and the Americana Trailer Wheel Center Cap - Stainless Steel # AM90078 which will be a little tight but give a clean look when you use the Trailer Wheel Center Cap Plug - Chrome # AM90082.
The Kenda Karrier tires and the Mod Wheels you chose are a great tire and wheel combination that are rated for 3,500 lbs at 90 psi and speeds up to 81 mph.
