For brake controller wiring harness # 3040-P the factory harness is located underneath the dash, to the left of the steering column, taped to another harness near the emergency brake pedal. It is possible that it is tucked up and not easily visible or it could have fallen behind the kick panel to the left of thee emergency brake pedal. I have included a couple of videos that should help.
