Will these be sufficient for use on a tandem axle 2inch square axles boat trailer that weighs no more than 3500lbs trailer + boat fully loaded?

The CE Smith U-Bolt Kit for Mounting 2" Square Trailer Axles # CE23103 that you referenced would work well for you as they are designed specifically for 2 inch square trailer axles like what you have. The weight of your trailer and boat would not be an issue at all.

It is possible to mount the springs on top of the axle which is called "flipping the axle". To accomplish this we normally recommend an over-under conversion however there is not one with square u-bolts available for your square axle.…
