Can the side 12 inch roller also be used on the bottom of the trailer to roll your boat on?

Keel rollers like the part # CE29560 do not have the capacity for the full weight of a boat. They typically have a capacity of around 400 lbs.
You would be better served with a set of roller bunks like the part # DL21741 instead. These have a capacity of 3,000 lbs. I attached a picture that shows how they look when installed.
For a set of brackets to use to install the roller bunks you would want the part # CE10000G-4.
