Question:

can this unit be mounted to the outside rail of a trailer? is it weatherproof?

With the Tekonsha Breakaway Kit # PS50-85-320 the actual breakaway cable portion, shown in the linked photo, will typically be mounted on the side of the trailer frame. The battery/charger unit is best mounted in an out-of-the-way location where it will not be exposed to the elements or to the risk of impact from road debris but it certainly can be mounted in the open if necessary. The battery box is not formally rated as being weatherproof but it is built to withstand exposure in normal use.
