Would this attach to regular 2x2 tubing? Id like a bolt on receiver for the rear of my utility trailer to mount a bicycle carrier.

The best solution I can provide for you would be a trailer bumper hitch like the part # C19101. This hitch is designed to attach to 2 by 4 inch bumpers, but with a 2 inch spacer you could attach it to your 2 by 2 inch bumper. You would need to provide your own spacer.
Or you could go with a frame mounted hitch like the part # 13703. As long as your frame is between 22 and 72 inches this hitch would work well for you.
You will need to be sure that you are using a bike rack designed for use behind a trailer like the part # S64663.
