Should Ball Spin On Gooseneck Plate For Fifth Wheel Rails

Question:
Hi...I just bought a used Reese Gooseneck Hitch that I have installed on Valley Rails. The ball spins. Is it supposed to?

One of the gooseneck trailer hitch adapters we offer is part # RP58079. This holds the ball in place with a clip and the ball will spin. We offer two gooseneck trailer hitch adapters from Reese that will allow you to hook your gooseneck trailer up while using fifth wheel rails.
The other adapter is the one you came from, part # 16055 and it has the ball welded in place. If the weld has broken and allows the ball to move, it would be dangerous and you should stop using it immediately.
