When installing part #80150 does the small blck part go on the other side of the license plate?

The part # CR80150 that you referenced is basically just a nut and bolt set that would work well for installing a license plate to a plate bracket. Typically people would run the bolt through the front of the plate and bracket and then use the nut on the backside, but you could do it whichever way honestly.
