I looked over the owners manual for a 2009 Smart ForTwo, and they do state that the recommended towing method is that the vehicle be transported with all wheels off the ground using a flatbed car trailer. If this method is not available, the vehicle may be towed with all wheels on the ground using a tow bar connected to another vehicle. You'll want to contact whomever you got it from, if that's an option, to see if you can find that 945203-00 harness. You can absolutely use the # e99007 with an aluminum tongue accessory. Since it is something that installs and is hand tightened down there will not be any issues. You will want to periodically check the nuts to make sure they are tight and adjust accordingly, but this is going to work great for you.
