Question:
Unfortunately because my car is a basic model, the roof is made of rough plastic and not glass. For this reason, I do not think your recommendation will work in this case. Is there any other option?

If you are looking for a creative solution that will allow you to attach a single bike rack to your 2016 Smart fortwo, I recommend the SeaSucker Talon Roof Bike Rack - Fork Mount - Vacuum Cup Mounted # 298-BT1004. The Talon comes with a weight capacity of 45 pounds and includes a HUSKE universal fork mount, a 9-mm thru-axle adapter, and a quick-release skewer to secure your bike. Also, the vacuum mounts on the Talon involve the easiest installation/removal process of any system we carry. With the vacuum mounts, you will not need to purchase a crossbar system for your vehicle's roof.
If you want extra theft-detterance for the Talon, I recommend the SeaSucker Cable Anchor # 298-BA0010 along with the etrailer cable lock # e98891.
