Hi Doug; the Curt Trailer Hitch Receiver # C45RJ is a pre-order item. Since it hasn't been fully developed we don't have any information on fitment restrictions yet. There is a potential way for you to haul an electric wheelchair with a 2017 Ford Mustang, although there is not an adapter that is going to work. The reason for that is there is just one 1-1/4 inch to 2 inch adapter with rise that works with a Class I hitch, and that adapter, the Brophy # HT5R, has a 5 inch rise, which doesn't meet your needs. The Draw-Tite Max-Frame Trailer Hitch Receiver - Custom Fit - Class III - 2" # 76015 has a width in between the upright braces of 44-1/4 inches. The lower holes are 4-1/2 inches on center and 6 inches from the top of the crossbar to the bottom of the hole. The plate on top of the bar will subtract 1/4 inch from that measurement. When you say the pins on the Curt 4-Way Flat Trailer Connector # C56496 are solid, do you mean they light up the light on your tester except the ground? The ground pin won't show power, but could pose an issue if you're testing for continuity and not getting a great reading.

The weight capacities of trailer hitches, like the Curt # C11041 for your 1999 ford Mustang, cannot be enhanced. Trailer hitches are tested extensively by the manufacturer, and these are the weight limits that they deem are safe. Adding some extra welding or material would change the weight ratings but there really is no way to tell if it would add or take away from weight capacities or not.

Performance-wise the Prodigy RF part # TK94FR and the Curt Echo part # C51180 are right on par with each other. They are both proportional controllers which means they will sense the amount of braking applied and apply the trailer brakes in an equal amount. As long as the seal in the bearing kit part # BK1-150 is flush with the hub it is okay to have a small gap between the seal and inner bearing. When installing the seal you only insert it enough so that it is flush with the hub.

To be able to use the Curt Cargo Carrier, part # C18151 on your 2015 Mustang you will need an adapter because the only trailer hitches available for your vehicle is a Class l trailer hitch with a 1-1/4 inch receiver opening.
You would need an adapter like part # HTAD to be able to carry the 2-inch cargo carrier.
