It's always possible that the black module box is faulty, but what I recommend doing is making sure the green wire is spliced to a circuit that only gets hot when the right turn signal is used. If you have a combined lighting system then it will need to get hot when the brake is used as well.

It looks like the NCV3 comes in either of these wheelbases only so it would be a fit for your motorhome. The MaxxFan # MA00-03810W should not be wired to allow air in, as the only way to do that would be to wire it backwards to reverse the polarity, and doing so would cause the LED light to never work, as the diode will prevent the light from powering in reverse polarity.
There are no vents of this size designed to draw air in with the lid open.
