  We do carry 13 inch wheels that have a 4 on 4 bolt pattern, but I am not aware of trailer tires that are size 155/80R13, so I can't confirm if any will fit this size wheel, as it's the tire that does have to fit the wheel.   Any given tire size will fit a range of wheel widths. For a 175/80-13 trailer tire it will fit a 13 inch wheel that is 4-1/2, 5, or 5-1/2 inches wide. • What is the Recommended Lug Torque for a 13" Wheel?
  While the wheel size is considered when determining the torque required for your lug nuts, the type of lug nut as well as the size of the lug studs also needs to considered. For reference, if your hubs have 1/2" studs on them and you used the # AM20222DX wheels with coned lugs, you would want to torque those bolts to somewhere between 75 and 85 ft/lbs.   We can help you out here, and you are right that the "R" stands for radial and the "D" for bias tires. The difference is bias tires have a stiffer sidewall than radial tires, so radials flex more and run cooler.   We currently offer the tire and wheel for your tire size separately from each other and not with the tire already mounted on the wheel, so that's probably why you've been having issues finding what you need. For the tire I recommend the Karrier ST175/80R13 Radial Trailer Tire # AM10210 and for the wheel we have galvanized # AM20224 and white # AM20222DX.   It will fit just fine, as the 175/80-13 tire is less than a 1/2 inch wider than the 165/80-13 tire. A 175/80-13 tire will fit comfortably on a 13 inch rim that's 4-1/2, 5 or 5-1/2 inches wide.
