    Since the goal when picking out the correct rise/drop ball mount is to tow the trailer as level as possible you would want to compensate for sag like you mentioned. 3 inches of sag is quite a bit but you'd need to factor it in when towing if that's what you are experiencing.     Getting the trailer as close to level as you have should be just fine. If your only options are to be a tiny bit too high or a tiny bit too low I usually recommend going on the high side since most likely the suspension will compress slightly from the weight of the tongue weight and it will get very close to level.
