Question:
I have one of my rear jacks on my 2015 Open Range 3X378RLS that will only go up or down about an 1/8 inch when I hit my up or down button on my key pad. I can use my drill to manually operate the jack with no problem and I had the motor checked out and it works fine.

If the rear jacks of your Lippert Ground Control 3.0 Electric 5th Wheel RV Leveling System # LC358590 are only extending/retracting 1/8" when using the touch pad but can fully extend when done manually and the motor is in working order then that would lead me to believe that there's either a problem with the wiring running from the control module to the jacks or with the control module itself.
I would first plug into shore power to ensure that power isn't an issue. This system requires 12.75 volts to properly operate and the number one issue people face with it is that the trailer's battery has discharged low enough that it's not able to properly power the system. Typically if you plug in and the issue is fixed it's just the battery.
From there I would complete a Zero Point Calibration to reset the system. I've attached a guide below to walk you through this process.
Next, I would test the voltage at the control module # LC304136 to ensure it's putting out enough to power the rear jacks. The fuses could be bad and need replacement as well. After that I would trace the wiring from here to the legs looking for any damage. You can also check that you have a good ground that isn't corroded over. You'll want to check all of your connection points as well to ensure nothing is loose.
If none of this solves the issue then I would take a look at the touchpad # LC421484 as it's most likely the culprit at this point since it's not activating the legs and there isn't an error popping up.
