The Curt Spectrum Trailer Brake Controller # C51170 can be absolutely be used with your Harley pulling a small trailer for your pups (and in the process making your wife happy).
Normally with a motorcycle you want to use a time-delayed controller but since the Spectrum's main unit can be mounted at any angle, this is one of the proportional controllers that can be used so long as you can find a good mounting point for both the main unit and the control knob.
To install the Curt Spectrum # C51170 you will need to use 30 Amp Circuit Breaker # 38630 inline on the black power wire to the motorcycle battery. The white wire is going to be ground and the red wire is going to attach to your bike's brake light signal that only sees power when the brakes are activated; you can use Circuit Tester # PTW2979 to find this signal. You can extend the blue wire from the main unit to your bike's trailer connector by using 10 gauge wire # 10-1-1.
I added a link to a video review of the Spectrum as well as a link to a couple help articles on brake controllers you may find useful.
