Can an E-Bike be Mounted to a Swagman XTC Bike Rack?

I have an e-bike with no top bar for holding the bike onto rack so is there another way to mount on Swagman XTC-2 2-bike?

There is a potential solution for you, though it will depend on the weight of your e-bike. The Yakima bike adapter bar # Y02531 attaches between your handlebars and seat post to form a horizontal attachment point for the hook on your Swagman XTC-2 # S64670.
The adapter can adjust to lengths anywhere from 14-1/2" to 31-1/2" but does have a weight capacity of 45 lbs, which is actually 10 lbs more than the capacity of your Swagman, which has a per-bike capacity of 35 lbs, a weight which many e-bikes climb past.
If you find that your e-bike is too heavy for the Swagman, there are hitch-mounted racks made with e-bikes in mind. The Hollywood Racks Sport Rider SE for Electric Bicycles # HLY84FR has a weight capacity of 80 lbs per bike while the Thule EasyFold XT # TH903202 can carry bikes up to 65 lbs. Keep in mind that you would need at least a Class II hitch for the Thule and a Class III for the Hollywood.
