How Does the Fulton Economy Spare Tire Carrier # FETCLB0201 Lock a Wheel to the Trailer

Question:
I fail to see how sliding a pad lock through the 2 holes will keep the tire secure. All a would be thief would need to do is remove the 2 nuts holding down the spare to the mount. Unless Im not seeing something or there are more parts / brackets that go with this unit.

Actually when you use the Fulton Economy Spare Tire Carrier # FETCLB0201 that you referenced you do not use nuts to secure the U-bolt. Each of the brackets are threaded and basically become the nuts that hold the tire to the U-bolt.
You will just need to tighten each bracket as if it is a nut till the wheel is held securely, line up the brackets so they face each other and then run a lock through them.
