  Actually when you use the Fulton Economy Spare Tire Carrier # FETCLB0201 that you referenced you do not use nuts to secure the U-bolt. Each of the brackets are threaded and basically become the nuts that hold the tire to the U-bolt. You will just need to tighten each bracket as if it is a nut till the wheel is held securely, line up the brackets so they face each other and then run a lock through them.
