On the 2004 Ford F-53 chassis the brake controller port is actually located up behind the instrument cluster. It can be difficult to get to but that is where it is located. For brake controller # 90885 you would use harness # 3035-P.
Take a look at the picture I have provided from Ford document Q-206.
