Question:
demco hydraulic actuator not moving I do believe this has been going on since I got trailer its a 2013 breakaway works ok. This is with four by four Eight pushing

The Demco Replacement Shock # DS12426 that you referenced is the correct part for your DA10 disc brake actuator; it also fits several other actuator models. If there is a mechanical problem within the actuator that is preventing it from compressing when your tow vehicle brakes then this should be evident when you disassemble the unit to install the shock.
Since the trailer is only about a year old, you may want to refer the issue to your trailer dealer; the Demco DA10 actuator carries a 1-year limited warranty.
You'll want to ensure that your trailer's loaded tongue weight is within the 1250-lb rating for the DA10.
