on the 2011 dodge,would i still need the HBA-CAM if i replaced the factory brake controller with aftermarket controller? this would be with the HBA 10 actuator with serial no. 305300 electric over hyd. with drum brakes.

The factory brake controller in your 2011 Dodge Ram 3500 is not compatible with the HydraStar Electric-Hydraulic Actuator for Disc Brakes # HBA16 that you referenced. There is no adapter available that would make it work either.
Your only option would be to replace your factory controller with an aftermarket one that is confirmed to work with electric over hydraulic brakes. The one we recommend the most is the Prodigy P2 Brake Controller part # 90885. I attached a link to an FAQ article that talks more about this for you to check out.
The correct harness you would need to install the P2 would be the part # 3021-P.
